OPERATIONS LEADERSHIP
This Article binds and charges the Generalship with the round-table duty of leading our Community’s operational vision, strategy, development, and capacity initiatives through the Five-Star Council. The Council shall be operated by:
- Chairman of the Council
GD :: Elected through the majority vote of Generalship - General of the Division IGR
GEN :: Elected through the majority vote of the Five-Star Council - Direct Special Assistants
DSA :: Appointed by the Operations Command
COUNCIL DUTIES AND RESPONSIBILITIES
The Five-Star Council is chiefly responsible for:
The Five-Star Council shall meet no less than bi-weekly to discuss its past performance, current affairs, emerging opportunities, and path forward. Meeting minutes shall be recorded and submitted to the Central Intelligence Domain within 24 hours of recording. Failure to comply may result Board Action.
- Ensuring the practice of this constitution in all Community affairs
- Cascading organizational strategy throughout our Community
- Collection, management, and defense of all Community Intelligence
- Multiverse prioritization, planning, and resource deployment
- Operations Quality Control
- Leadership and command coaching
- Managing Membership levels and recruiting operations
- Leading all Command towards maximizing Membership benefit
- Effective Community expansion
- A Quarterly Assessment of Council performance

CHAIRMAN DUTIES AND RESPONSIBILITIES
The Council Chairman is chiefly responsible to the Board for Operations Quality Control. The Council Chairman is charged with the duty of leading the Five-Star Council towards outcomes that secure, develop, and sustain Member benefit. The Chairman is elected through the majority vote of the Five-Star Council. The Council Chairman is responsible for:
- Organizing Council meetings
- Leading focused discussions
- Meeting minutes
- Deciding Council stalemates
- Meeting adjournment
- Council Intelligence
COMMUNITY DOMAINS
The Five-Star Council is responsible for the deployment, management, and development of Community Domains. A Community Domain is an internal sphere of specified and strategic activity or knowledge. The Five-Star Council may deploy Community Domains as needed to support its goals. At a minimum, the Five-Star Council shall charge two Community Domains:
Central Intelligence Domain
The CID is responsible to the Alumni Council for leading in the organization, management, analysis, and development of all Community Intelligence. The Council shall elect a Central Intelligence Officer through majority vote. The CID Officer may appoint Direct Special Assistants to support the execution of its goals.
Player Resources Domain
The PRD is responsible for organizing, managing, analyzing, integrating, developing, and leading our Community’s recruiting methods, systems, and processes. The Council shall elect a Player Resources Officer through majority vote. The CID Officer may appoint Direct Special Assistants to support the execution of PRD goals.
Central Intelligence Domain
The CID is responsible to the Alumni Council for leading in the organization, management, analysis, and development of all Community Intelligence. The Council shall elect a Central Intelligence Officer through majority vote. The CID Officer may appoint Direct Special Assistants to support the execution of its goals.
Player Resources Domain
The PRD is responsible for organizing, managing, analyzing, integrating, developing, and leading our Community’s recruiting methods, systems, and processes. The Council shall elect a Player Resources Officer through majority vote. The CID Officer may appoint Direct Special Assistants to support the execution of PRD goals.
COMMUNITY UNIVERSES
The Five-Star Council is responsible to the Community for the activation, management, and development of Community Universes. A Community Universe is a commissioned sphere of Membership activity within an online video game universe. A Community Universe is activated through the majority vote of the Five-Star Council. Once a Community Universe is activated, Systems Command shall be deployed to lead the execution of its goals.
DIRECT SPECIAL ASSISTANTS
The Five-Star Council may appoint Direct Special Assistance to support the execution of its goals as it deems necessary. The Council Chairman shall submit a Letter of Appointment to the Board of Trustees within 24 hours of appointment. At a minimum, the Letter of Appointment shall include a general overview of the appointee’s past performance and the primary motivators for appointment. Failure to comply may result in Board Action.
GENERAL ACTION
The Five-Star Council may declare binding and enforceable Inter-Resolutions, or “General Actions,” to deploy operations strategy, resources, and systems required to advance our Community goals. General Actions are achieved through the majority vote of the Five-Star Council and supersede all preceding Command in the areas of Community they are charged to. General Actions shall be filled with both the Central Intelligence Domain within 24 hours of deployment. Failure to comply may result in Board Actions.
COUNCIL INTELLIGENCE
At a minimum, the Five-Star Council shall keep an organized file of all meeting minutes, Quarterly Assessments, General, and Field Actions, Letters of Appointment, Community Domains and Universes, and a contact roster of all Membership. A copy of this file shall be updated and submitted to the Central Intelligence Domain on the 1st of each month. Failure to comply may result in Board Action.
